RSPCA inspectors are appealing to the public for information after a dog owner was seen mistreating a dog at Ramsgate Harbour.The charity was called after passers-by spotted the woman with the dog near to the Mariners Pub and the sea front at approximately 6pm on July 31.RSPCA inspector Claire Carter said the charity had received several calls from people concerned over the way the owner treats her two dogs.
