An 18-year-old woman from Tonbridge has been cautioned by Kent Police over a prank involving a clown mask earlier this month which sparked public hysteria and was forced to write a letter of apology.On Monday (October 26) the woman, from Tonbridge, was cautioned by police after admitting causing a public nuisance in the area three weeks ago, on October 8.
